Russell Baskin
President & Visionary
Russell Baskin is an expert in water treatment, waterborne diseases and Legionella compliance in New York State and the Greater New York City area. For over 30 years he has been involved with designing, servicing and testing automatic chemical water treatment injection and filtration systems used to protect commercial, industrial and institutional water systems against scale, corrosion, biofilm, Legionella and other waterborne diseases.
Russell earned his mechanical engineering degree from the College of New Jersey and went on to work for one of the country’s top water treatment firms for six years. In 1994, Russell launched his own full service water treatment company, Tower Water, which has grown into one of the top water treatment companies in the Northeast and the New York Metro Area.
With his engineering background and experience as president, Russell understands the complex systems that are tested and treated as well as where problems within those systems might occur. In 1989, he obtained the first of many certifications, including a NY and NJ pesticide applicator license and a Certified Water Technologies (CWT) Accreditation from the Association of Water Technologies (AWT), the most prominent water organization in North America. Since those early days, Russell has continued his involvement with AWT as a member of the education committee and went on to become chairman of the committee in 2018. He also serves as a trainer and event speaker, speaking on a national stage at the AWT’s annual convention on “How ASHRAE 188 Changed His Business” in Orlando, Florida, in the fall of 2018.
In 2015, Russell started writing water management plans for the control of Legionella after ASHRAE 188 was released. Working with a number of prominent industry experts including Matt Freije (HCINFO), Janet Stout (Special Pathogens Laboratory), Bill Pearson (Arthur Freedman Associates ) and Jay Farmerie (Cyrus Rice), these water management plans were developed using ASHRAE 12-2000 procedures and modified to meet NY State and NY City regulations, including Local Law 77.
Over the course of his career Russell has written numerous articles, editorials, water management plans, received hundreds of certifications and performed thousands of inspections, disinfections and Legionella tests.

Noah Baskin
CEO
Noah Baskin is the CEO, Leadership Team Integrator and Co-Owner of Tower Water. After starting in 1994 as a Foreman and then Project Manager, he grew the company, eventually creating and managing our Construction department, and finally becoming our CEO & Integrator. During his time here, Noah has demonstrated a strong sense of innovation which led to the development of several chemical cleaning methods and tools that were previously unavailable in the field. This outside-the-box mindset, dedication to improvement and advancement, and commitment to customer satisfaction means he is constantly generating newer and better ways to serve our clients.
With his attention to business development for each facet of Tower Water, Noah ensures that every project is completed properly and professionally. He has earned the respect of his customers, employees and engineers with his no-nonsense work ethic, reliability, and the consistently excellent performance of Tower Water. We are also proud to share that in recognition of his expertise in the water treatment industry, in 2019, he was elected as a Board Member of the Association of Water Technologies (AWT).

Mitchell Baskin
Construction Manager
Mitchell Baskin is the Construction Manager & a Leadership Team Member of Tower Water. After starting in 2003 as a Technician, Mitchell soon became Tower Water’s Estimator, and then Project Manager. As Project Manager, Mitchell was the first to break the one-million-dollar sales barrier. He has obtained much knowledge through the various positions he has held, which led him to eventually manage and lead the Construction Department.
Mitchell has achieved a high regard with his Mechanical Contractors, employees, and building engineers. Mitchell brings a strong mechanical knowledge and level of admirability to Tower Water. With his attention to detail, Mitchell ensures that his team completes all work, large or small, right from the start.

Tom Hardy
Director of Service
Thomas Adams Hardy is Tower Water’s Director of Operations, Service Division, & a Leadership Team Member. During his 16-year tenure with Tower Water, Thomas has grown with the company, working in all aspects, from starting as new construction estimator to Technical Account Manager and new service sales person, prior to starting in his current role in 2012. Thomas oversees the operations and strategic planning of the service division of Tower Water which encompasses the technical field employees, warehouse and delivery employees, and office administrative employees. He has been an integral part in structuring the company to grow financially and efficiently. Before joining Tower Water, Thomas was the assistant manager of a retail bank, where he directed the day-to-day operation of the branch He has a BA from Indiana University of Pennsylvania.

Pedro Gonzalez
HR Manager
Pedro Gonzalez is the newest member of the Tower Water team. He joined us in 2022 as the HR Manager, he is also a member of the Leadership Team, and the Safety Committee. His mission is to uphold and strengthen the company’s culture and talent in line with our core business values. He has over two decades of experience covering all aspects of human resources, as well as labor law compliance, safety training and development, risk analysis and contract evaluation, lease agreements, and facility management. Before joining Tower Waters, Pedro held many managerial positions where he has trained and developed staff to deliver superior customer service while guarding highly sensitive locations like colleges/universities, residential, pharmaceutical and medical facilities in the Tri-State area.
